border-box;'>4月16日，银保监会召开2021年一季度新闻发布会，谈及近期网络互助关停潮，银保监会党委委员、副主席肖远企指出，网络互助需规范化发展。“是慈善就归于慈善，如果打着互助旗号从事金融业务、保险业务，就偏离了互助的范畴。所有的金融活动都必须‘有证驾驶’。”</p><p style='box-sizing: border-box;'><br style='box-sizing: border-box;'></p><p style='box-sizing: border-box;'>这段话将网络互助身份模糊、缺乏牌照的窘境一语道破。自2011年诞生以来，网络互助的性质、定义始终存在争议，没有得到明确，也未被纳入监管。近年来在金融监管环境日益趋严的背景下，网络互助的无牌经营更加“名不正言不顺”。</p><p style='box-sizing: border-box;'><br style='box-sizing: border-box;'></p><p style='box-sizing: border-box;'>这样的背景下，“类保险”的网络互助面临着更大的合规成本和风险，远超其产生收益。尤其对水滴等寻求上市的公司来说，割舍网络互助业务是保证稳妥的做法。</p><p style='box-sizing: border-box;'>但是与监管发出的收紧信号不同的是，互联网巨头纷纷开始入局。究其原因，是由于网络互助作为主要服务三四线城市及以下下沉市场用户的一款产品，正好契合了互联网巨头需求。巨头在资本加持下迅速雄踞网络互助市场龙头，借网络互助流量获取用户，借互助场景对用户进行保险教育，最终将用户引导为自身保险业务的客户。</p><p style='box-sizing: border-box;'><br style='box-sizing: border-box;'></p><p style='box-sizing: border-box;'>彼时，网络互助的商业效益还不错，除了通过收取6%到10%不等的管理费实现盈亏平衡外，据统计，截至2019年底，网络互助平台合计会员数约3亿人次。</p><p style='box-sizing:
